The Empower Programme will get more than 1,000 people with disabilities or health issues into employment within the next two years.
The Empower Programme provides specialist support and training to economically inactive people with a disability, health condition and those who identify as autistic or neurodivergent into work through a support package designed to help them develop new skills and gain the confidence to get into the workplace.

Delivered by three leading disability groups – USEL, Disability Action and Specialisterne NI – Empower will deliver support in all 11 local council areas. The programme already has more than 100 employers who want to provide opportunities for people across Northern Ireland.
Caolan Quinn, who has just completed the programme and found work as a general operative with Glen Dimplex, said: “I am so happy to have found a job with a very supportive and helpful employer. After finishing school I was unsure of what to do. The Empower programme helped me with a range of personal development skills that gave me the confidence to grasp an opportunity with an employer who was willing to give me a chance. I love the way my new job gives me a purpose each day and has helped me meet new people. I have also made friends through Empower classes, which was always difficult for me.”
The £4.6m Empower programme, which is funded by the UK Shared Prosperity Fund, will have the capacity to support 2,000 adults with a disability or long-term health condition, including those with autism and neurodivergence, over a two-year period, with over half expected to progress into employment as a result.
David Cowan, Head of Employment Services (USEL) said: “We believe everyone deserves the opportunity to find a job. The Empower programme will change the lives of thousands of people in Northern Ireland and support employers with an additional pool of candidates in a tight labour market.”
“The programme will significantly benefit employers and support the growth of businesses across Northern Ireland, as it aims to progress as many participants as possible into employment, supporting and strengthening the local economy, which is currently facing recruitment difficulties,” he added.
The project will offer bespoke support to individuals based on their strengths, identifying where support may be needed. This can include help searching for jobs, updating CV, completing job application, improving interview skills, building self-confidence, gaining qualifications and work experience and assistance staying in work.
