NILGA Launches Local Planning Leadership Programme 2023-24 for councillors

The Northern Ireland Local Government Association is set to deliver the NILGA Local Planning Leadership Programme 2023-24. This modular, ILM endorsed award, accredited programme is based on a tested and highly accessible model, aimed at councillors involved / interested in the local planning system and will help them address the challenges of their role.

The NILGA Local Planning Leadership Programme provides councillors with a focussed capacity building programme on the key planning functions. Since 2015, local councils have been responsible for local plan-making through the Local Development Plan, development management (excluding regionally significant applications) and planning enforcement.

Participation on the NILGA Local Planning Leadership Programme 2023-24 gives councillors a unique and tailored learning experience, that will build their capacity and confidence on the planning committee role, place shaping and overall competence in local development planning.

NILGA Regional Development Manager, Fiona Douglas, said: “Councillors who sit on planning committees are tasked with assessing the different benefits and impacts of planning applications, weighing up these considerations against regional policy and the polices published in their published Local Development Plan (LDP). It is vital they have a sound understanding of the planning system.”

“The NILGA Local Planning Leadership Programme 2023-24, provides the chance to increase understanding on what the priorities for statutory plan making could and should be – participation, building capacity and confidence in effectively managing the planning process and not breaching statutory requirements or failing to get plans through to adoption in a timely manner.”

“The programme will improve understanding of the planning system and the role councillors play in the process as civic leaders. It will enable councillors to participate effectively and take the lead in making robust and defensible decisions about the future of their council area.”

“The delivery of this programme will be interactive and beneficial for councillors, allowing them to learn from case studies, probe, and to undertake realistic role play in workshops. Delivery will include presentations, discussions, case studies and benchmarking practice in other jurisdictions, and a study trip.”
